By of the Journal Sentinel Republican lawmakers would limit school districts' ability to bolster their budgets through taxpayer referendums under a bill, still in the drafting stage, that now is circulating in the state Legislature. School districts across the state have attacked the measure as an assault on local control that could force deep cuts in staffing and programs and require some districts to merge or dissolve. It comes at a time, they say, when lawmakers have already cut state spending on schools and capped the amount of revenue districts can levy from their taxpayers.
